Seventy companies from 30 countries have expressed an interest in building a wind power plant in Uzbekistan. “We are delighted that there has been such a positive response," Sherzod Khodjaev, deputy energy minister, said.
"This wind power project is the first of an ambitious program to not only meet an increasing demand for energy but also build a more sustainable and affordable energy ecosystem in Uzbekistan."
The companies which responded to the Apr. 16 tender announcement are listed on the ministry website. They include many from China, as well as from groups in South Korea, such as Samsung and Korea Electric Power Corp.; Japan, including Marubeni, Mitsui and Toyota; European players like Eni and Vitol; US giant General Electric; and Abu Dhabi Future Energy Co. The tender process now moves to selective qualification, followed by formal consideration of technical and commercial proposals.
The winners will be responsible for the development, financing, construction and operation of the 100 MW plant in the Qorao’zak district of the northwestern Karakalpakstan province. Uzbekistan aims to deploy wind power plants with a total capacity of up to 3GW as part of a strategy to generate a quarter of all the country's electricity from renewable sources by 2030, including 5 GW from solar and 3.8 GW from hydro (NC May7'20).

The Uzbek Ministry of Energy has published a list of 70 companies from across 30 countries to have expressed an interest in its 100MW wind farm tender, in yet another promising display for the country’s power market. The tender is part of Uzbekistan’s national energy strategy aimed at generating 25% of its electricity from renewables by 2030. It will be held in the standard two-stage format, with the preferred bidder charged with developing, financing, building and operating the 100MW scheme in the Qorao’zak district. There are also plans to build a second wind farm adjacent to the site of the first, for which a similar tender will be held shortly.
Uzbekistan has gone through numerous reforms in the last three years under President Shavkat Mirziyoyev, including the liberalisation of the energy and PPP sectors. It has signed agreements with development banks like EBRD, ADB and IFC to develop and finance huge pipelines of solar and wind projects. And it seems the domestic framework and multilateral support has provided investors with high levels of certainty, leading to substantial interest in recent tenders.
In March 2019, 23 companies from Europe, Asia and the Middle East for a 100MW PV project in Navoi. And in October Masdar Clean Energy became the winner of the country’s first competitively tendered IPP to be developed as a PPP. Earlier this year, 45 companies expressed interest in a tender for the IFC-backed,1.25GW–1.5GW Syrdarya gas-fired power plant. And shortly afterwards, a further 54 EOIs were received in a 200MW solar farm, tendered with ADB-backing.

The ministry received bids from 70 entities from 30 countries, which include international independent power producers and renewables developers.

Uzbekistan has received applications from 70 companies and consortia willing to take part in a tender for the construction of a 100-MW wind farm in the autonomous republic of Karakalpakstan.
Announcing “significant international interest” from the competitive round, the Ministry of Energy on Wednesday published a list with developers that have submitted applications for participation in the tender. Danish wind turbine maker Vestas Wind Systems (CPH:VWS), US conglomerate General Electric (NYSE:GE), Italy’s Eni SpA (BIT:ENI), France-based Voltalia (EPA:VLTSA), Total Eren and Japan’s Marubeni Corp (TYO:8002) are all among the contenders. The tender for the 100-MW wind farm will be conducted in two stages, starting with a selective qualification, which will be followed by a formal consideration of technical and commercial proposals. The selected independent private electricity producers will be tasked with the development, financing, construction and operation of the power plant and related infrastructure, to be installed at a site in Karakalpakstan’s Qorao’zak district, in the northwestern part of the country.
According to the official statement, a similar tender is due to be held for a second wind park in proximity to the 100-MW site.
The competition is in line with Uzbekistan’s goal to produce 25% of its total electricity from renewable energy sources by 2030 and a plan to deploy up to 3 GW of wind power capacity in support of it.

As part of its strategy to meet increasing demands for power the Ministry of Energy is implementing a strategy to deploy up to 30 GW of additional power capacity by 2030. This aims for 5 GW of solar energy, 3.8 GW of hydro energy, and up to 3 GW of wind energy.
In line with the Nationally Determined Contribution (‘NDC’) under the United Nations Framework Convention on Climate Change, the Government of Uzbekistan is committed to the general goals of policy for improving energy efficiency and increasing the share of renewable energy in the country’s energy balance.
