As per Decree of the President of the Republic of Uzbekistan of 1 February 2019 (No. UP-5646 About Measures on Radical Improvement of System of Management of Fuel and Energy Industry of the Republic of Uzbekistan), the State Inspection for Supervision in the Power Sector under the Cabinet of Ministers of the Republic of Uzbekistan (Uzgosenergonadzor) was transformed into the Inspection for Control in the Power Sector under the Ministry of Energy of the Republic of Uzbekistan (Uzenergoinspeksiya).
As a result of this transformation:
- Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of 24 June 2019 (No. 520) approved a new Regulation on Uzenergoinspeksiya;
- Corresponding changes were made to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan (No. 23 of 17 Feb. 2010), according to which Uzenergoinspeksiya becomes the government supervisory body in the power sector.
The new Provision on Uzenergoinspeksiya significantly expanded its main tasks and functions. In the past Uzgosenergonadzor had three main tasks, but now Uzenergoinspeksiya has the following six main tasks:
- Implementation of government control over compliance by legal entities and individuals (except private consumers) with the requirements of normative legal acts and normative documents in the field of technical regulation adopted in the field of production, transmission, distribution and consumption of electric and thermal energy, as well as the use of coal;
- Government control over the implementation by legal and physical persons (except for private consumers) of preventive measures to ensure security of generation, transmission, distribution and consumption of electric and thermal energy, use of coal, as well as measures to prevent accidents in electrical installations and heating units of electric power facilities and customers, including technological failures (accidents) in operation of electric power facilities;
- Participation in the devising of concepts and government programmes for the development of basic sectors of the economy, proposals to improve their energy efficiency and reduce energy intensity, including on the effective organization of the processes of production, transmission, distribution and consumption of electricity and heat, and the use of coal;
- Participation in the development of statutes and regulations in the field of technical regulation in production, transmission, distribution and consumption of electric and thermal energy, as well as the use of coal;
- Organisation of work to ensure the sustainable operation and continuous improvement of the safety system for production, transmission, distribution and consumption of electric and thermal energy, as well as the use of coal;
- Assistance in work to ensure the rational and efficient organization of production, transmission, distribution and consumption of electric and thermal energy, as well as the use of coal.
Accordingly, the rights and functions of Uzenergoinspeksiya have been expanded to perform the above-mentioned tasks.
Furthermore, now Uzenergoinspeksiya can provide a number of paid services to consumers of electricity and heat (except for private consumers), such as:
- Retraining and professional development of managers, electrical and thermal engineering personnel of electric power facilities and consumers;
- Publication and dissemination of statutes, as well as technical rules and regulations in the field of production, transmission, distribution and consumption of electric and thermal energy, as well as the use of coal, information and methodological literature, posters and other printed materials on electrical and thermal safety;
- Conducting laboratory tests (measurements) of new and reconstructed electrical installations;
- Conducting energy surveys of electric power facilities in terms of ensuring rational and uninterrupted production, transmission and distribution of electric and thermal energy and consumers in terms of efficient use of electric and thermal energy;
- Organization and performance of works related to compensation of reactive power by consumers;
- Organization of unmanned inspection of overhead power lines, as well as main oil and gas pipelines in the course of their operation in remote areas of the country in accordance with the established procedures;
- Providing services for connection of electrical installations (heat installations) to electric (heat) grids in terms of preparing applications for their connection, analysing technical specifications issued by power supply (heat supply) organizations for compliance with their legal requirements, as well as preparing reasoned refusals and support in arbitration courts;
- Provision of services when concluding power supply contracts (checking the correctness of its execution, full reflection of the necessary conditions and technical characteristics, compliance with the law), as well as analysis of existing electric power supply contracts in case of disputes;
- Analysis of the current state of power supply (analysis of the load profile, calculation of the economic efficiency of the introduction of an automated system for monitoring and metering electric energy and reactive power compensation systems).
