The Ministry of Energy of the Republic of Uzbekistan formed the Board comprising the Minister (Chairman of the Board), his Deputies (ex officio), Heads of the Inspection for control over use of oil products and gas (Uzneftegazinspeksiya) and Inspection for the electricity sector control (Uzenergoinspeksiya), as well as the Heads of structural divisions coordinating the main activities of the Ministry.
The number and personal composition of the Board are approved by the Cabinet of Ministers of the Republic of Uzbekistan nominated by the Minister of Energy.
The Board has the following objectives:
Preparation and implementation of the main activities of the Ministry of Energy of the Republic of Uzbekistan (hereinafter referred to as the Ministry), defined by this Regulation;
Organization of hearing on a systematic basis of reports of Heads of structural divisions and subordinate organizations, with the adoption of measures to increase the personal responsibility of employees and managers of the Ministry's system for ensuring timely and high-quality implementation of assignments defined in legal instruments of the President of the Republic of Uzbekistan and Decisions of the Government of the Republic of Uzbekistan;
Quarterly and systematic review of the effectiveness of the implementation of territorial and sectoral programmes of the Ministry's sphere of activity;
Organization of extended field meetings of the Board, ensuring local discussion of topical issues of the Ministry's sphere of activity, as well as development and adoption of appropriate solutions to resolve problems;
Review and approval of the nomenclature of positions included in the Central office of the Ministry and its system;
Consideration of issues of selection and placement of personnel for positions included in the nomenclature of the Central Office of the Ministry;
Strengthening executive discipline and increasing personal responsibility of managers and employees of the Ministry in order to ensure timely and high-quality implementation of assignments defined by the decisions and assignments of the President of the Republic of Uzbekistan and the Cabinet of Ministers.
The Board also has the right to consider other issues related to the competence of the Ministry.
Heads of government and economic management bodies and other organizations may be invited to the Board meeting for issues within their competence.
The Board is authorized if more than half of its members are present at its meeting. Decisions on the issues under consideration are taken by a simple majority of votes.
Decisions of the Board are implemented by orders of the Minister.
The order of activity of the Board is determined by its regulations approved by the Board.
Advisory, consultancy and expert bodies may be formed at the Ministry.
The composition of advisory, consultancy and expert bodies formed under the Ministry and their regulations are approved by the Minister, except in cases when their composition and regulations are approved by legal instruments of the President of the Republic of Uzbekistan and decisions of the Cabinet of Ministers.
