Project scope:
- Supply of spare parts and services for routine inspections of CCP and GT installed at Navoi TPP, Turakurgan TPP, and Tashkent HEP.
- Technical training for field engineers at specified thermal power plants
- Installation of a remote monitoring system at these power plants.
The Government of Uzbekistan has received a loan from the Japan International Cooperation Agency (JICA) to finance a project to develop the power sector (Stage 2). JSC Thermal Power Plants intends to use part of the proceeds from this loan to pay for consulting services under the terms of the Project.
A consultant hired by JSC Thermal Power Plants will provide all necessary technical and administrative services to assist in project management, including technical support for targeted thermal power plants, engineering recommendations and suggestions, supervision of complex operation services, maintenance and capacity, and the development of power plants.
To provide consulting services for the project, a team of consultants with extensive experience in the procurement and support for the operation and maintenance of power plants is required.
The scope of services provided by Consultants includes:
- Support in the tender
1-1. Review and verification of the specification of the scope of work, technical specifications for the Goods (spare parts), and related services provided for the procurement, which will be provided by the Customer.
1-2. Preparation of Tender Documentation for the procurement of goods.
1-3 Evaluation of Bidding Proposals
- General Procurement and Finance Management
2-1. Instructions for the Contractor to begin contract works
2-2. Assistance in the disbursement of borrowed funds
2-3 Management and supervision under the Contract
2-4. Monitoring the quality of installation of a remote monitoring system
2-5. Reporting
- Planning recommendations for operation and maintenance
3-1.Development of audit plans
3-2.Improving audit plans
- Capacity Building for Operations and Maintenance Engineers
4-1. Workforce development and management
4-2. Operation and Maintenance Training
All documents must be submitted in two languages (Russian and English).
Thermal Power Plants JSC requests to submit expressions of interest for providing the above services. In case of interest, please provide information on qualifications for providing services (brochures, a brief description of similar assignments performed, work experience in a country or region, work experience with loan projects of IFIs and FGFOs, etc.).
The consultants will be selected in accordance with the JICA procedure as per Guidelines for the Employment of Consultants under Japanese ODA Loans (April, 2012).
Thermal Power Plants JSC reserves the right to accept or reject any or all expressions of interest (EI) without indicating any reason or covering the costs incurred by the applicant in connection with the preparation or delivery of the EI.
