To provide Consulting Services under Navoi Thermal Power Plant Modernization Project (Phase 2).
The Government of Uzbekistan received a loan from the Japan International Cooperation Agency (“JICA”) to finance Navoi Thermal Power Plant Modernization Project (Phase 2), which envisages construction of the third CCGT 650 MW at Navoi Thermal Power Plant (TPP). JSC Navoi TPP intends to use part of the funds of this loan to pay for Project Implementation Management and construction supervision services under the Project.
The consultant, attracted by JSC Navoi TPP, will provide all the necessary technical and administrative services to assist in the management of the construction process, including technical support, recommendations and suggestions from an engineering point of view, etc.
Consulting services for the Project require a team of consultants who have extensive experience in the field of design and engineering, construction and installation work, commissioning, environmental protection, social issues, operation and maintenance of power plants, technological and electrical protection, instrumentation and control CMD&A (control and measuring devices & automatic equipment).
The scope of services to be rendered by the Consultants includes:
Project management at all levels, including periodic budget analysis and administration of project cash flows
Design and engineering control
Monitoring of testing, testing and delivery during production
Construction supervision and contract administration
Acceptance tests
Assistance to JSC Navoi TPP in issues of operation and maintenance
Assistance to JSC Navoi TPP in environmental issues and social issues
Transfer of knowledge and technology to the personnel of JSC Navoi TPP as well as the development of a training program for power plant personnel
Preparation of reports and documentation.
All documents must be submitted in two languages (Russian and English).
JSC Navoi TPP asks to express interest in providing the above services. In case of interest, please provide information on qualifications for servicing (brochures, a brief description of similar tasks performed, work experience in a country or region, experience working with IFI loan projects and IFO (International Foreign Organization).
Consultants will be selected in accordance with the Guidelines for Procurement under Japanese ODA Loans (April, 2012).
JSC Navoi TPP reserves the right to accept or reject any or all Expressions of Interest (EOI) without indicating any reason and without any compensation for expenses incurred in connection with the preparation or delivery of the EOI.
