Programme for anti-corruption measures in the system of the Ministry of Energy of the Republic of Uzbekistan

General provisions
- To prevent corruption and other violations in the Ministry of Energy of the Republic of Uzbekistan (“the Ministry”);
- To create transparency and openness in the Ministry’s activities; and
- Protect against/eradicate conditions that contributed to corruption
Primary objectives
- Ensure the legality of the Ministry's activities;
- Prevent conflicts of interest;
- Create a structure of accountability for proven corruption offences;
- Assess and manage corruption risk;
- Improve awareness levels and encourage an intolerant culture among employees towards corruption;
- Collect and analyse data re: the state and trends of corruption; and
- International cooperation in countering corruption
Programme areas
- Organizational measures to prevent corruption
- Identify and manage corruption risk;
- Communicate vacancies and requirements for candidates on the Ministry's website/social media;
- Ensure transparency by encouraging the public’s participation in verifying candidates’ credentials;
- The regular rotation of existing staff to different positions;
- Support for employees with special social/economic needs;
- System to ensure fair access for employees to office buildings, cars and other resources;
- Analysis of procurement data to achieve optimal prices;
- Tracking of payroll data and allow employees to file complaints;
- Make data publicly available about the financial and economic activities of the Ministry and its divisions, including public procurement contracts;
- Centralized standards for equipment and supplies;
- Implementation of a management information system for optimal accounting of supplies;
- Encourage outsourcing under public-private partnerships; and
- Cooperation with Transparency International and other international anti-corruption organizations
- Forming a culture of intolerance to corruption and raising the legal awareness of employees
- Create and distribute information to improve the legal awareness and legal culture of employees;
- Prepare videos and other collateral (learning materials/cartoons) to promote respect for the law and to counter corruption; and
- Organize monthly anti-corruption events
- Optimal working conditions and procedures to reduce corruption
- System to allow employees to file complaints, for those complaints to be received, and a subsequent action plan;
- Installation of video and audio recording systems in Ministry buildings;
- Quarterly preventive interviews within the Ministry;
- ‘Whistle-blowing’ procedure for employees who report corrupt actions by Ministry officials;
- Ethical procedures governing any anti-corruption investigation or study; and
- Mechanism for the reimbursement of business travel expenses, in line with best practice procedures

- Prevention of corruption, conflicts of interest and other violations;
- Transparency in the activities of Ministry divisions;
- Greater level of responsibility assumed by employees in executing tasks; and
- Improving the ethics of Ministry employees
- Final provisions
- Persons guilty of violating the requirements of this Programme are liable in accordance with the procedure established by law
