Uzbekistan has been speeding up the reforms in its economy and especially in the energy sector since 2018, under the leadership of Mr. Mirziyoyev. A Ministry of Energy was set up, a vertically integrated company Uzbekenergo was split up into 3 companies, separating the generation assets from the transmission and distribution grid companies. A development concept laying out the power sector development plan for the years 2020-2030 was presented to the public.
To implement these plans, the Government, with the technical support of the International Finance Corporation (IFC), held a two-stage open tender for the construction of a new thermal power plant with a capacity of 1200-1600 MW in the town of Shirin in Sirdarya region.
In response to a Request for Proposals (RFP) for the Project sent to Prequalified Bidders, the parties listed below have submitted their proposals by October 22, 2021, deadline at 4:00 pm Tashkent time:
1) International Company for Water and Power Projects (ACWA Power)
2) Consortium of companies:
Energy de France (EDF)
Nebras Power Investment Management B.V.
Sojitz Corporation
3) POWERCHINA Resources Ltd.]
Based on the foregoing, the Tender Commission, with the support of the International Finance Corporation, will start assessing the completeness of information and compliance with the requirements specified in the Request for Proposals (RFP), and then assess the legal, technical and commercial (Envelope I) requirements in accordance with the Instruction to Bidders.
Thereafter, the Tender Commission will invite Prequalified Bidders who have passed the completeness and compliance test, and mandatory legal, technical and commercial (Envelope I) requirements to participate in the opening ceremony of Envelope II (Financial Proposal).
