On May 24, 2023 the winning bidder in the competitive tender for the construction and operation of PV power plant with the capacity of 300 MW in Guzar district of Kashkadarya region was announced.
This tender to select an independent power producer on PPP basis has been conducted by the Ministry of Energy, the Ministry of Investment, Industry and Trade, JSC National Electric Networks of Uzbekistan, the Committee for the Development of Competition and Protection of Consumer Rights of the Republic of Uzbekistan with the support of the Asian Development Bank (ADB) under the “Program for Project Development and Advisory Services for Construction of a Solar Photovoltaic Power Plant with a Total Capacity of 300 MW” (ADB Phase 2).
The project includes a 300 MW solar PV power plant and a Battery Energy Storage System (BESS) with a capacity of 75 MW per hour.
Two (2) international companies submitted their proposals for the implementation of this project. The results of the opening of the financial proposals are as follows:
1. Abu Dhabi Future Energy Company PJSC - Masdar Company (United Arab Emirates) offered 3.0000 US cents per 1 kilowatt-hour of electricity produced by the solar power plant and 6.33 US dollars per 1 MWh of battery system availability.
2. ACWA POWER-Saudi Listed Stock Company (Saudi Arabia) offered 3.0518 US cents per 1 kilowatt-hour of electricity generated by the solar power plant and 24.425 US dollars per 1 MWh of battery system availability.
Within the framework of realization of the project “Construction of solar PV power plant with capacity of 300 MW in Guzar district of Kashkadarya region” the preliminary winner of the tender is Abu Dhabi Future Energy Company PJSC - Masdar Company”, and the reserve winner of the tender is ACWA POWER-Saudi Listed Stock Company.
The bidding documents will be reviewed and approved by the Tender Committee with the participation of ADB consultants in the coming days.
The winning investor will design, finance and operate the solar PV power plant for 25 years.
