On 7-8 January 2020, the Ministry of Energy of the Republic of Uzbekistan and the International Finance Corporation (IFC) discussed the organisation of the second stage of the tender within the framework of Scaling solar II project for the construction of photovoltaic (solar) power plants.
The IFC was represented by its Principal Investment Officer, Mr. Bernard Atlan.
Specialists from Uzbekistan’s Ministry of Energy, the Ministry of Finance, the Ministry of Investments and Foreign Trade and the Agency for the Development of Public-Private Partnership (PPP) also took part.
Within the framework of Scaling Solar II, an announcement of a tender for one lot for the construction of two photovoltaic plants (PV), with a capacity of 200 MW each in Samarkand and Jizzakh Regions of Uzbekistan, is expected in Q1 2020.
In 2019, the first stage of an international tender was held in Uzbekistan supported by IFC, the results of which were announced on 4 October.
The tender was held for the construction of the first 100 MW PV plant in Navoi Region.
This project is being implemented with the IFC in accordance with agreements reached during the visit of President of the Republic of Uzbekistan Shavkat Mirziyoyev to the United States on 15-17 May 2018.
The first stage of the international tender attracted 23 companies from China, South Korea, Japan, Saudi Arabia, the UAE, India, South Africa, Russia, Spain, Norway and France, where 11 companies were pre-qualified.
Bidding proposals were submitted by five companies: Acwa Power (Saudi Arabia); Jinko Power and Aljoimah Energy & Water Consortium (China/Saudi Arabia); Masdar (UAE); TBEA Xinjianing Sunoasis Co Ltd (China) and Total Eren (France).
Based on the results of the review and evaluation of the technical and commercial proposals of the bidders, the Tender Commission declared the winner of the first stage of the international tender to be Masdar (UAE) with a tariff of 2.679 US cents per 1 kW/h of generated electricity and a construction period of 12 months.
