The correct and rational use of energy resources is often hindered by the lack of consumer culture, fraud and other illegal actions.
Due to such shortcomings, a difference arises between the amount of electricity produced by suppliers and what is delivered to consumers. This, in turn, leads to an artificial increase in accounts receivable. It would not be a mistake to say that some people use various illegal methods to steal public and national wealth.
In particular, a unique fraudulent method has been recently revealed during a joint raid of the Samarkand regional branch of Uzenergoinspeksiya and the Compulsory Enforcement Bureau.
On 8 February 2020 in the Pakhtachinsky District a study was conducted on the use of electricity by consumers. At the same time, it was revealed that in the household of citizen Kh.Kh., located in the territory of the settlement of Jakhonobod of Pakhtachinsky District, when using electric equipment with a total output of 29.9 kW, electricity was used without permission, without meters and a corresponding permit. The employees of Pakhtachinsky District Department of the Bureau of Compulsory Enforcement issued an offense act No. MIB SA EH-0007681 to the consumer on the same day. The consumer has been disconnected from the power supply. It was found that as a result of the offense, the damage to the energy supply company amounted to 235,372.8 kW * hours or 105,917,760 UZS.
The Samarkand regional branch of Uzenergoinspektzia found that despite the fact that the total output of the transformers installed in the production workshops owned by Kaplan Ser Sam JV LLC, SAMARKAND ENGLAND EKO-MEDIKAL LLC, Al-Muyin Barokat LLC and EAST OIL LLC operating in the city of Samarkand exceeded 750 kVA, the Samarkand city electricity supply company made calculations using the tariff group I. Currently, a recalculation of consumed energy by the above consumers is in progress using the tariff group II.
In addition, it was revealed that the production workshop at Samarqand Metal Production LLC arbitrarily connected to the power grid of a transformer center with an output of 1,000 kVA. The employees of the Samarkand City Department of the Compulsory Enforcement Bureau recorded the offense and the consumer was disconnected from the grid. Based on Paragraph 117 of the Rules for the Use of Electricity, work is underway for the recalculation as per the Offense Act.
